Foreign Office, June 2, 1911. SIR E. GREY desires me to thank you for your letter of the 29th ultimo in regard to the question of an understanding being come to between the Anglo- American-Franco-German Syndicate, in which you are interested, and the recently formed Russo-Belgian group, in the matter of railway construction in Mongolia and Manchuria. He agrees with you in thinking that consideration of the question should be deferred until the arrival in Europe of Messrs. Hillier, Cordes, and Straight.
